Windows Server often has various security restrictions that may cause downloaded files to be locked, preventing them from running. If you find that an installation file from an unknown source won’t start, it might be locked by the system. To resolve this issue, follow these steps:
- Right-click on the file that won’t open.
- Select "Properties" from the context menu.
- Go to the "General" tab.
- At the bottom of this tab, look for an option labeled "Security" or "Blocked."
- Check the "Unblock" box and click "Apply."
After unblocking the file, you should be able to execute or install it without any issues.
